If you have a problem with anything to do with the Parish Council then please contact the Clerk at the earliest: clerk@tostockpc.org.uk.
However, there are some matters which are outside the control of the Parish Council and which are the responsibility of other authorities. Where this is the case, you may care to report the matter yourself. Below are some of the issues which, typically, arise with links to how you can report any concerns yourself directly to those bodies:
Report a highways problem (blocked drains, damaged signs, potholes, and more)
Report a missed bin collection
Report a (non-urgent) matter to Suffolk police (e.g. lost and found property, anti-social behaviour)
